Bisnis.com, BANDUNG–Wakil Menteri Pertahanan Sjafrie Sjamsoeddin mendorong peran PT Len Industri (Persero) untuk meningkatkan kualitas radar combat management system (CMS) untuk kapal AL. 

“CMS adalah sistem yang mengombinasikan alat penembakan dengan radar,” kata Wamenhan saat mengevaluasi kesiapan PT Len dalam membangun industri radar nasional di Kantor PT Pindad, Rabu (26/3/2014)

Saat ini, CMS sebagai salah satu produk pendukung industri pertahanan telah terpasang pada 3 kapal KRI Van Speijk, dan satu KRI kelas Parchim sejak 2013 lalu.

Cara kerja CMS tersebut berfungsi untuk melakukan pengolahan data yang berasal dari berbagai sensor menjadi informasi sebagai navigasi, potensi ancaman, serta reaksi untuk melumpuhkan ancaman.

CMS juga memberian visualisasi menyeluruh terhadap situasi taktis pertempuran, dan menyediakan sarana untuk melakukan reaksi secara efektif dan efisien.

Menurut Wamenhan, pihaknya juga memiliki kebutuhan radar untuk mengisi kerenggangan di kawasan Timur, yang sekarang masih mengonfigurasikan antara radar sipil dan radar militer. Sedangkan radar di kawasan barat dinilai sudah cukup baik.

Peresmian Landing Craft Utility (LCU) untuk melengkapi di dua KRI jenis Landing Platform Dock (LPD) yang berada di bawah pembinaan Komando Lintas Laut Militer (Kolinlamil) yakni KRI Banjarmasin-592 dan KRI Banda Aceh-593, dilaksanakan di Mako Kolinlamil, Jakarta Utara, Kamis (27/3). Peresmian tersebut ditandai dengan penyerahan berupa miniatur LCU dari PT. Tesco Indomaritim Bapak Yamin kepada Panglima Komando Lintas Laut Militer (Pangkolinlamil) Laksamana Muda TNI S.M. Darojatim, dilanjutkan pertukaran cendera mata dan acara potong tumpeng.

Pangkolinlamil dalam sambutannya mengatakan, bahwa produk Alat Utama Sistem Persenjataan (Alutsista) Landing Craft Utility (LCU) ini dinantikan kehadirannya untuk memperkuat sekaligus menambah kekuatan dari unsur KRI Banjarmasin-592 dan KRI Banda Aceh-593 yang dimiliki oleh TNI Angkatan Laut. Penambahan jumlah dan modernisasi alutsista memang sangat kita butuhkan untuk mendukung pelaksanaan tugas  TNI Angkatan Laut serta Kolinlamil pada khususnya.


Lebih lanjut Pangkolinlamil menekankan kepada Komandan Satuan Lintas Laut Militer (Dansatlinlamil) baik Jakarta maupun Surabaya agar menyiapkan personel serta mengadakan pelatihan untuk mengawaki LCU tersebut, Pelatihan ini penting agar personel tersebut mampu mengawaki LCU tersebut secara baik, dan diharapkan setelah diadakannya pelatihan itu para pengawak KRI dapat mengoperasikannya dengan penanganan terbaik, sehingga seluruh peralatan yang ada di LCU dapat dipelihara dengan baik dan dapat memperpanjang usia pakai menjadi lebih lama.

Kedua unit Landing Craft Utility (LCU) merupakan hasil dari pengadaan Kementerian Pertahanan (Kemhan) yang kemudian diserahkan kepada TNI Angkatan Laut pada awal tahun 2014. LCU yang diresmikan ini adalah tipe water jet produksi dalam negeri yang merupakan jenis boat yang digunakan atau difungsikan oleh pasukan pendarat amfibi untuk mengangkut peralatan perang dan pasukan ke pantai, LCU juga mampu untuk mengangkut kendaraan dari kapal amfibi ke dermaga. Acara peresmian tersebut dihadiri seluruh pejabat di lingkungan Kolinlamil serta perwakilan dari PT. Tesco Indomaritim.

PT Pindad Targetkan Pendapatan 2014 Rp 2 Triliun

TEMPO.CO, Jakarta – Direktur Utama PT Pindad Tri Hardjono mengatakan, tahun ini, perusahaanya menargetkan pendapatan Rp 2 triliun. “Meski sempat tergerus rugi kurs akibat anjloknya nilai tukar rupiah terhadap dolar AS, Pindad masih bisa meraup pendapatan Rp 1,8 triliun pada 2013,” katanya di Bandung, Rabu, 26 Maret 2014. 

Menurut Tri, target rencana kerja pemerintah sekitar  Rp 1,8 triliun sudah tercapai. Untuk mencapai target  itu, Pindad mengandalkan penjualan alat utama sistem senjata pesanan pemerintah. “Tapi kami juga tidak mengurangi order nonmiliter, seperti bahan peledak komersial, transprotasi, dan sebagainya,” ujarnya. 

Tri  menyatakan, mulai tahun ini, Pindad akan melepaskan produk baru untuk sistem senjata dan amunisi  besar. Harapannya, kendaraan tempur produksi Pindak, Anoa, juga masih menjadi primadona TNI Angkatan Darat. “TNI AD masih membutuhkan cukup banyak alutsista untuk rencana pengembangan batalion infanteri mekanis,” katanya. 

Pindak, kata Tri, harus menjaga keseimbangan dari dua program utamanya, yakni sebagai BUMN harus cari untung dan sebagai industri pertahanan harus bisa mandiri. Jadi, dalam lima tahun ke depan, penguatan bisnis nonmiliter harus terus tumbuh. “Ini yang sedang kita kejar dan kembangkan ke depan,” ujarnya 

Wakil Menteri Pertahanan Sjafrie Sjamsudin optimistis target pengerjaan pesanan pemerintah untuk menggenapi target modernisasi alutsista 2010-2014 tuntas tahun ini. “Saya kira sudah masuk target, tinggal mengirimnya, mendistribusikan hasil dari produksi ini. Kami punya (waktu untuk) memfinalkan sampai 5 Oktober 2014,” katanya saat berkunjung ke PT Pindad, Bandung. Dia datang ke Pindad mewakili High Level Committee untuk mengecek perkembangan proyek modernisasi alutsista milik TNI.

Menurut dia, target modernisasi alutsista pada Rencana Strategis 2010-2014 itu menjadi salah satu target kerja Kabinet Indonesia Bersatu jilid kedua. Komite tingkat tinggi  yang berasal dari unsur Kementerian Pertahanan, Bappenas, Kementerian Keuangan, dan BPKP bertugas mengecek pesanan alutsista pemerintah yang tengah digarap sejumlah BUMN Strategis Indonesia. “Kami mengecek kualitas pembiayaan, pengadaan, dan pengawasan, apa betul ini on the track atau under,” katanya.

Norway Suspends Planned Military Activities with Russia

Norway condemns Russia’s annexation of the Ukrainian Autonomous Republic of Crimea and the use of armed force in Ukraine. This is a clear violation of international law and an unacceptable course of action that must have consequences.

Norway has therefore informed Russian authorities of its decision to suspend all planned bilateral military activities between Norway and Russia until the end of May 2014. At that point we will make a renewed assessment of any subsequent planned activities in light of developments in the situation in Ukraine as well as any further actions taken by the Russian government.

We will also discuss any further suspension with our NATO allies, says Norwegian Minister of Defence Ms. Ine Eriksen Søreide.

In line with previous announcements Norway will suspend its participation in the planned naval exercise “Northern Eagle”, as well as any preparations for the exercise. Also affected are a number of other planned activities, including a visit by a high-ranking Russian military commander as well as a port visit by the Russian Navy. Norway will also postpone the visit of the Russian Minister of Defence, Mr. Sjoigu, that had been scheduled for April 2014.

The suspension of planned military activities is in accordance with the actions taken by several of our closest allies as well as our Nordic neighbors.

As a neighbor of Russia, it is important for Norway to retain its cooperation with Russia in areas such as Search and Rescue, maritime safety, as well as Coast Guard and Border Guard collaboration. This is to ensure the safety of all parties at sea in the High North, as well as preserving stability and predictability in our immediate region.

Mexican Navy Places Initial Order for Beechcraft T-6C+ Trainers

Beechcraft Corporation, part of the Textron Aviation segment of Textron Inc., announced today it has received an initial order from the Mexican Navy Secretaría de Marina (SEMAR) for two T-6C+ military trainers.

This purchase represents the first step in modernizing the Mexican Navy’s fixed-wing aviation fleet and follows a recent expansion of the Mexican Air Force training fleet to include 12 T-6C+ aircraft. The Navy trainers are scheduled for delivery in the summer of 2014.

In addition to the aircraft, Beechcraft’s Global Mission Support organization is working on a second contract with SEMAR that is expected to include two years of parts support, training for pilots and mechanics, and the placement of Field Service Representatives who will provide technical expertise and training to maintenance personnel.

“We are pleased to expand the reach of the T-6C+ to a second military fleet customer in Mexico with this initial order from the Mexican Navy,” said Russ Bartlett, senior vice president, Defense. “SEMAR not only recognizes the value of a proven, reliable airframe with the T-6C+ in standing up its new training capability, but this selection also acknowledges the significant benefits our Global Mission Support team offers in providing on-the-ground service, support and training for the fielded aircraft.”

The T-6C+ features a hard-point wing, Heads-Up Display, Up-Front Control Panel, an integrated glass cockpit and an advanced Esterline CMC Cockpit 4000 avionics suite that greatly expands advanced training opportunities. The systems are integrated with a Hands-On Throttle and Stick (HOTAS), providing the student pilot and instructor with a simpler interface to the digital cockpit.

The CMC Cockpit 4000 avionics suite is the first in its class to incorporate a fully integrated and FAA-certified dual FMS/GPS navigation suite that meets the required navigation performance standards for current worldwide airspace equipment. The open architecture design of the Cockpit 4000 provides the flexibility to expand capabilities and continuously meet current and future training needs.

In addition to accommodating instruction in instrument flight procedures and basic aerial maneuvers, the T-6 delivers world-class training capability that is appropriate for teaching the most basic introductory flight training tasks through the more challenging and complex advanced training missions that could previously be accomplished only in far more expensive jet aircraft. The T-6 has been used to train pilots, navigators, and weapons systems operators from more than 20 countries around the world. To date, Beechcraft has delivered more than 825 T-6 trainers, which have amassed more than 2.2 million flight hours.

Elbit Systems Awarded Contract to Supply Brazil with Hermes 900 UAS

Elbit Systems Ltd. announced today that it was awarded a contract by the Brazilian Air Force (FAB) for the supply of a Hermes 900 Unmanned Aircraft System (UAS).

The Hermes 900, which will be equipped with a new and advanced intelligence gathering system considered as a breakthrough operational solution, will be operated by FAB in combined missions with the Hermes 450 fleet, already in operational use. Both UAS will carry safety and security missions in the 2014 FIFA World Cup Games. The contract is in an amount that is not material to Elbit Systems, and the Hermes 900 will be supplied within two months.

Elad Aharonson, General Manager, Elbit Systems UAS Division, commented: “We are very proud to supply our Hermes 900 to FAB, which is the eighth customer to be equipped with this leading platform. We are honored to enable FAB to benefit from the advantages of joint flight operations, using both the Hermes 450 and the Hermes 900, a unique solution for intelligence missions, border protection, perimeter control of infrastructure and critical sites, as well as Safe City programs and large scale events.”

Hermes 900, already in service with the Israeli Air Force and additional world leading armed forces, offers longer endurance, flight altitude of 30,000 ft. and a large payload capacity, suitable for carrying a wide range of payloads as well as capabilities to operate in adverse weather. The UAS is highly autonomous, enabling automatic takeoff and landing and includes advanced avionics and electronic systems. The system allows for joint flight missions with the Hermes 450, controlled and operated from the same universal ground control station, transmitting the gathered imagery, while using various communications systems.

Elbit Systems subsidiary in Brazil, AEL Systemas S.A. will supply FAB with technical and engineering support as well as logistic and maintenance services. The Porto Alegre based company has approximately 200 employees and is involved in many Brazilian defense projects, both for FAB and for the Brazilian Army, in the areas of platform upgrades and logistic and technical support.

Operating capability on Patrol Coastal Griffin Missile System Reached

The U.S. Navy has achieved initial operational capability (IOC) on the MK-60 Patrol Coastal Griffin Missile System that includes the Raytheon Company (NYSE: RTN) Griffin missile. The milestone comes as the Navy continues to conduct littoral security operations in areas that require an immediate and precise response to confirmed threats.

The MK-60 Patrol Coastal Griffin Missile System includes a proven laser targeting system, a Navy-designed launcher and battle management system combined with Raytheon’s combat-proven Griffin missile.

“The Griffin missile and MK-60 system assure the accuracy and lethality our sailors need to combat growing regional threats,” said Captain Mike Ladner, Major Program Manager Surface Ship Weapons, U.S.

Navy Integrated Warfare Systems 3.0 program office. “IOC signals the beginning of improved ship self-defense on the Patrol Coastal fleet and provides an immediate response to potential maritime threats, especially small craft on the move.”

IOC follows extensive maritime testing that began in March 2012. During that time, the Navy developed, integrated and tested a complete system using mature components combined with Raytheon’s Griffin missile.

“Griffin is a mature, lightweight precision weapon that delivers reliable operational effectiveness to the warfighter,” said Mike Jarrett, vice president of Air Warfare Systems for Raytheon Missile Systems.

“The Navy’s declaration of IOC with the Griffin Missile System is a significant accomplishment that demonstrates Griffin’s flexibility and shows the missile is ideally suited to protect against the small boat threat on a variety of platforms.”

The Griffin missile is a multi-platform, multi-service weapon that has a proven track record for successful rapid integration on land, sea and air assets. The combat-proven Griffin AGM-176A is an aft-eject missile designed for employment from platforms such as the C-130 aircraft.

The Griffin BGM-176B is a forward-firing missile that launches from rotary- and fixed-wing aircraft, ground-launch applications and maritime platforms. The Griffin missile is 43 inches long, weighs 33 pounds, has a 13-pound warhead, and is in production today.

Crimean Military Dolphins to Serve in Russian Navy

The combat dolphin program in the Crimean city of Sevastopol will be preserved and redirected towards the interests of the Russian Navy, an employee at the facility where the dolphins are trained told RIA Novosti.

The program, dating to the 1960s, was previously scheduled to be disbanded by the Ukrainian navy in April, but the facility and the dolphins themselves have now become Russian following the reunification of Crimea with Russia last week.

“The oceanarium’s engineers are developing new instruments for new applications to boost the operational efficiency of the dolphins underwater,” the employee said, requesting anonymity. The employee added the animals are currently outfitted with extremely outdated equipment.

The dolphins are trained to patrol open water and attack or attach buoys to items of military interest, such as mines on the sea floor or combat scuba divers trained to slip past enemy security perimeters, known as frogmen. Man-made sonar systems are often incapable of detecting such small objects in crowded environments such as harbors.

“Our experts have developed new devices, which convert the detection of objects by the dolphins’ underwater sonar to a signal on an operator’s monitor,” the source said. “But the Ukrainian Navy lacked the funds for such know-how, and some projects had to be shuttered.”

The source expressed hope the Russian navy would support the combat program, which also trains sea lions.

Following the breakup of the Soviet Union, the dolphin program was handed over to the Ukrainian navy, where it was initially reconverted for civilian uses, such as working with disabled children. The military arm of the facility was re-formed in 2011.

The facility is one of only two such combat dolphin training centers in the world, the other is run by the US Navy in San Diego.

MBDA to Develop FASGW(H) / ANL, NexGen Anglo-French Anti-Ship Missile

MBDA welcomes the signature of the Demonstration and Manufacture contract for the FASGW(H) / ANL (Future Anti Surface Guided Weapon (Heavy)/ Anti Navire Léger) missile on 27th March 2014.

This jointly funded Anglo-French contract, valued at more than £500 million (€600 million) has been awarded to MBDA by the UK DE&S (Defence Equipment & Support) on behalf of the French and UK MODs and will be managed as part of MBDA’s Team Complex Weapons Portfolio. The work will complete the joint assessment and missile design work funded by the two nations in cooperation since 2009.

By working in concert and bringing together their respective strengths, Britain and France will not only achieve a more cost effective solution to their military needs, they will also help to strengthen MBDA’s position in confronting worldwide competition. Similarly this will also benefit the capability and export potential of those European helicopter platforms which will integrate the FASGW(H)/ANL system over the coming years.

Antoine Bouvier, CEO of MBDA said: “This programme initiates a new era of cooperation that will allow significant efficiencies on future programmes. Instead of combining their efforts programme by programme, as has been the case up to now, France and the UK will coordinate their development and acquisition approach to eliminate duplication in the missile sector. The benefits in terms of competitiveness and performance, which MBDA has already demonstrated with its principal cooperative programmes (Aster, Storm Shadow/SCALP, Meteor), will accrue in due course to more and more of our French and UK products. A decisive step has been made towards the reinforcement and sustainability of the missile industry sector in Europe. This development also ensures a long-term commitment to our armed forces customers with regard to their security of supply based on mutual access to sovereign technologies”.

FASGW(H)/ANL will equip the Royal Navy’s AW159 Lynx Wildcat helicopters and the French Navy’s maritime helicopters. Weighing around 100kg, this modern primarily anti-ship missile will destroy from safe stand-off ranges vessels ranging from FIAC (Fast Inshore Attack Craft), through medium sized FAC (Fast Attack Craft) up to large vessels such as Corvettes. This missile also has a surface attack capability against coastal and land targets.

This joint programme will deliver an enhanced capability to replace existing and legacy systems such as the UK-developed Sea Skua and the French-developed AS15TT anti-ship missiles. It also puts into practice the new cooperative principles agreed by France and the UK during the summit meetings held between the countries’ governments in November 2010, February 2012 and the Brize Norton summit on the 31st January 2014. These principles extend to the creation of Centres of Excellence common to the two countries. While optimising operational efficiency at the industrial level, this approach will also preserve the technology sovereignty of both countries.

Suitable for both blue water and cluttered littoral operations, FASGW(H)/ANL represents a major advance from a technological standpoint. This new system provides very precise effects against a wide range of threats, even in complex environments, thus satisfying a recognised and common future need. A high speed, two-way data-link communicates the images “seen” by the missile’s seeker to the operator, who, in addition to initiating an autonomous engagement, can alternatively remain in control of the missile throughout the full duration of its flight. This optional, man-in-the-loop, monitor-and-control facility, enables new capabilities such as: in-flight re-targeting; final aim point correction and refinement; or safe abort.

Ultimately, the missile will be able to engage targets situated out of direct line of sight when the launch platform is able to benefit from third party target designation techniques, for example laser illumination.

With a significant presence in five European countries and within the USA, in 2013 MBDA achieved a turnover of 2.8 billion euros with an order book of 10.8 billion euros. With more than 90 armed forces customers in the world, MBDA is a world leader in missiles and missile systems. MBDA is jointly held by Airbus Group (37.5%), BAE Systems (37.5%), and Finmeccanica (25%).

Rheinmetall to Modernize South Africa’s Air Defense

Rheinmetall AG of Düsseldorf has just booked another important order in the field of military air defence. The Republic of South Africa has decided to embark on a thoroughgoing modernization of its existing air defence systems. The contract was signed several days ago. Including logistics and training services, the complete package is scheduled for completion by 2017.

Among other items, the contract encompasses the supply of Oerlikon Skyshield fire control units, which will substantially improve the performance and accuracy of South Africa’s current twin-gun systems as well as significantly expanding the operational spectrum of its air defence capabilities. In this context, a number of guns will also be retrofitted with upgrade kits to accommodate Rheinmetall’s state-of-the-art Ahead airburst ammunition.

The new Skyshield technology will enable the South African armed forces to protect sensitive installations such as the House of Parliament, power plants, stadiums and other critical military and civilian assets from a wide array of aerial threats, including asymmetric terrorist-type attacks. Because Skyshield air defence systems can be transported without much effort, they can basically be deployed anywhere depending on the evolving threat situation. Ever since the 1980s, South Africa has fielded air defence technology from the former Oerlikon Contraves, which Rheinmetall took over in 1999.

Rheinmetall is one of the world’s leading makers of sophisticated short-range air defence systems. In the field of gun-supported air defence it is the market leader as in fire control technology, anti-aircraft guns, integrated guided missile launchers and Ahead airburst ammunition.
